  24.                              Article - I
  25.  
  26.                          The GT Power Network
  27.  
  28.     The GT Power Network is made up of:
  29.  
  30.     (1) Registered Users of GT-Power as supplied by P&M Software
  31.     who have received valid CRC's to operate the Netmail
  32.     programs and who have indicated a willingness to join the
  33.     network through agreement with this constitution.
  34.  
  35.                             Article - II
  36.  
  37.                   The members of the GT Power Network
  38.  
  39.     The members of this network:
  40.  
  41.     (1) Are those that operate the GT Power suite of
  42.     communication programs to exchange messages electronically
  43.     across their telephone lines between "Nodes" in the network.
  44.  
  45.     (2) May be either System Operators of Bulletin Board Systems
  46.     or Point Nodes that only connect with other Nodes for the
  47.     purpose of exchanging messages.
  48.  
  49.                             Article - III
  50.  
  51.                   The purpose of the GT Power Network
  52.  
  53.     (1) The members of this network are made up of those nets
  54.     that have joined together their individual nodes into area
  55.     nets for the purpose of providing the fastest and most
  56.     efficient exchange of their messages between the members of
  57.     the rest of the network by whatever means those participating
  58.     individual nets and nodes agree to.
  59.  
  60.                              Article - IV
  61.  
  62.                The obligations of the GT Power Network
  63.  
  64.     The members of this network by their individual presence
  65.     within this network agree:
  66.  
  67.     (1) To be responsible for the operation of their own systems
  68.     and all costs that this may incur.
  69.  
  70.     (2) To not impose unreasonable costs onto other members
  71.     without their consent, by such abusive actions as large file
  72.     transfers through the mail connections or disruption of
  73.     regular mail connect times with extensive echo requests that
  74.     tie up another's system.
  75.  
  76.     (3) To operate Bulletin Board Systems which will provide
  77.     access to echo conferences that they carry as long as they
  78.     abide by the echo sponsor's guidelines for the
  79.     individual echos. ie...  Adult, Sysop or other restrictions.

  82.                              Article - V
  83.  
  84.               The Method of GT Power Network Operations
  85.  
  86.     The members of this network consist of many individual area
  87.     nets which are made up of a least two members systems for
  88.     each net.  Systems joining the net where there is not a
  89.     current net operating will be affiliated with a nearby net
  90.     until such time as there is at least one more system to join
  91.     in the formation of a new Net.
  92.  
  93.     (This section would apply only to new nodes entering the
  94.     network after the adoption of this constitution.  All nodes
  95.     previously admitted as a single net would continue as
  96.     admitted.)

  98.                              Article - VI
  99.  
  100.                   The Rights of the GT Power Network
  101.  
  102.     The members of this network have agreed by their
  103.     participation within the network:
  104.  
  105.     (1) that nothing they shall do while a member of the network
  106.     will infringe upon the right of other members.
  107.  
  108.     (2) to hold the network, its officers, and members legally
  109.     and financially free of any damages caused by their actions,
  110.     whether deliberate or not.
  111.  
  112.     (3) that participation in the activities in the GT Power
  113.     Network shall remain free to all members at all times and
  114.     that agreements made within any individual net must not
  115.     infringe the right to free access.
  116.  
  117.     (4) that individual nets may for financial reasons choose to
  118.     share their expenses via a monthly contribution from each
  119.     Sysop.
  120.                              Article -VII
  121.  
  122.                  The Offices of the GT Power Network
  123.  
  124.     The members of this network have agreed by their
  125.     participation within the network, to accept an elected form
  126.     of representation.  This body/committee shall:
  127.  
  128.     (1) to be comprised of active members of the network.
  129.  
  130.     (2) be selected by a scheduled annual election carried out on
  131.     the network.
  132.  
  133.     (3) be comprised of as many individuals as the membership
  134.     from time to time determine and subsequently elect.
  135.  
  136.     (4) The Task Force shall stand as officers until the
  137.     conclusion of the first election.
  138.  
  139.                             Article - VIII
  140.  
  141.          The Obligations of Officers of the GT Power Network
  142.  
  143.     Elected representatives of the GT Power Network agree:
  144.  
  145.     (1) to support and abide by the rules and decisions as made
  146.     by the members of the network in any matter.
  147.  
  148.     (2) to select from those elected, a chairperson to function
  149.     as the spokesperson for the elected representatives.
  150.  
  151.                              Article - IX
  152.  
  153.               Voting Procedures in the GT Power Network
  154.  
  155.     The members of this network have agreed by their
  156.     participation within the network, to accept the following
  157.     method for making changes to the network.
  158.  
  159.     (1) Anyone may call for a vote/election.
  160.  
  161.     (2) 25% or more of members must support the call, thereby
  162.     "confirming" it.
  163.  
  164.     (3) Once confirmed there shall be a minimum of 2 and a
  165.     maximum of 6 weeks for discussion.
  166.  
  167.     (4) If 13% of the 25% confirmations are withdrawn the vote
  168.     lapses.
  169.  
  170.     (5) Under no circumstances will the annual election of
  171.     officers be cancelled.
  172.  
  173.     (6) In special circumstances (Act of God, health etc) the
  174.     annual election of officers may be postponed, but for no
  175.     longer than 30 days.
  176.  
  177.                              Article - X
  178.  
  179.                  The Reports from the GTPN Committee
  180.  
  181.     The elected representatives shall report publicly through
  182.     their selected chairperson every month, on the activities
  183.     coming before them and the actions they have taken.  This
  184.     report must be made even when no actions/activities have
  185.     occurred within this group.
  186.  
  187.                              Article - XI
  188.                   Appointment by the GTPN Committee
  189.  
  190.     The elected representative shall have the right to select
  191.     other members of this network to act on their behalf in the
  192.     performance of certain duties or functions.  Those selected
  193.     shall be answerable to the Committee.
  194.  
  195.     Possible duties for such appointees might include such
  196.     matters as collecting information on a subject of importance
  197.     to the network as a whole or to the committee specifically.
  198.  
  199.                              Article XII
  200.          The Guidelines for the Operation of the GTPN Network
  201.  
  202.     1. The GT Power Network is operated under general guidelines
  203.     that promotes the efficient and prompt delivery of net and
  204.     echo mail and recognizes the responsibilities and rights of
  205.     the individual nodes that make up this network.  These
  206.     guidelines have been adopted through general consensus of the
  207.     members and reflect the shared desires of the members to work
  208.     together on a cooperative basis.
  209.  
  210.     2.  From time to time the elected representatives of the
  211.     network will publish guidelines so that members may be
  212.     informed.  Any member shall have the right to propose changes
  213.     or additions to the guidelines in accordance with Article IX.
  214.  
  215.     3.  From time to time, the officers of the network or the
  216.     committees of the network may propose, adopt, or change such
  217.     guidelines for the good of the network.
  218.  
  219.     4.  However, such guidelines are only intended to provide a
  220.     reference to the members and to suggest how network
  221.     operations might be accomplished.  The operation of any node
  222.     shall always be at the discretion and judgement of the system
  223.     operator.
  224.  
  225.     5.  Any additions or changes to this constitution or other
  226.     requirements for membership in the network must be approved
  227.     by the network membership in accordance with Article IX.
